Here is the latest about Laguna's Beach NEW Curfew

On October 20, 2009, the Laguna Beach City Council passed a new ordinance to restrict beach and park access within their city limits between 1 am and 5 am. This action was NOT directed at the diving community but due to an increase in illegal activities. At the November 3rd council meeting they agreed to exempt 4 types of recreational use from the curfew: scuba diving, walking, jogging and fishing. While we asked in negotiations to also include swimming, surfing and free diving they did not include those uses in the exemption. I am not sure why. If any exempted users are on the beaches between 1 am and 5 am then it is important to be in the water or on the wet sand and to enter or exit via the dry sand in a direct safe route. In other words: no loitering on the beach!
